One Year of Implementation of New Criminal Laws in Chandigarh

CHANDIGARH: On the occasion of the one-year completion of the implementation of the new criminal laws-Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshva Adhiniyam (BSA) the Chandigarh Police takes pride in highlighting the transformative impact of these reforms on the criminal justice system.
Chandigarh Police swiftly adapted to the legislative reforms with structured training, technology upgradation, and enhanced coordination, ensuring smooth implementation. Chandigarh was the front runner and the first State/UT to completely implement three new criminal laws.
These laws, which came into force on 1st July 2024, have modernized the legal architecture, enhanced citizen participation, ensured timely justice, and strengthened internal policing systems.

Key Achievements (1 July 2024-30th June 2025)

1. Capacity Building and Training
Over 6124 police personnel, including GOs, SHOS, & investigating officers, were trained on the provisions and practical application of the new laws. 29 Master trainers completed Training of Trainers (ToT) Course
Hands on training regarding use of new Applications imparted to all SHOS, IOs and computer operators
Capacity building of police officials with technical background
Police officials have been on-boarded on the IGOT Karamyogi portal and their refresher training is being held extensively
14 forensic experts hired through NFSU and 22 IT specialists hired through NICSI
Special modules on evidence handling, digital documentation, and victim-centric procedures were organized.
Collaboration with judicial academies, law schools, and prosecution departments ensured cross-functional understanding.

 

2. Tech-Enabled Investigation


Integration of the Integrated Criminal Justice System (ICJS) with the Crime and Criminal Tracking Network and Systems (CCTNS)
Seamless integration of all Pillars of Criminal Justice System
Setting up of Video Conferencing (VC) Rooms at designated places
36 VC Studios in Model Jail against 32 Courts
Bandwidth increased upto 50 Mbps & will get 100 Mbps
Adoption and full utilization of Cutting edge technology apps like Nvav Setu, eSakshya, Nyay Shruti, eSummon, MedLEAPR, eProsecution, NAFIS, Chitrakhoji etc.
Videography and photography of search and seizure of recovered cases property are recorded through the e-Sakashya application and the same are synced with FIR, which helps in proving the case with digital evidence. E-sakshya application has secured storage of evidences on cloud, along with HASH value and geo tagging. This Preserves integrity of evidences, prevents tampering/ manipulation. Total eSakshya created till time are 2675.
CCTNS Khoji: Al analysis of arrested persons records of Police for suspect recognition, Search Capabilities Enables advanced searches, Geo-tagging and Mapping Visual representation of crime scenes and hotspots using GIS tools, Integration with CCTNS Fully integrated with national CCTNS database for real-time access to inter-state criminal data, Fingerprint and Facial Recognition Support using biometric data linked with databases like AFIS Matches suspects

eProsecution made functional all final reports/ charge sheets being sent by Police to Prosecution through CCTNS for scrutiny and remarks/comments received online. Till time 1513 charge sheets have been sent through e-prosecution.

 

3. Efficient Investigation & Prosecution

FIRs Registered under New Laws: 3154 (including 1459 e-FIRs) upto 29.06.2025
Charge Sheets Filed:758
Convictions Achieved: 71 out of the 78 decided cases resulting in 91.1% Conviction rate
Average Time to Conviction: Reduced from 300 days to 110 days (in NCLS)
Online Medical requests registered on MedLEAPR: 11327.

4. Enhancement of forensic capabilities
05 CFSL teams, along with one standby team, to provide 24*7 services to visit SoC in all cases with imprisonment more than 7 vears
14 Forensic analytics hired through NFSU, Gandhinagar.
QR Code-Based Forensic Tracking Enables secure, tamper-proof tracking of forensic evidence across the chain of custody

5. Effective monitoring
To streamline operations and enhance inter-agency coordination, Nyay Setu has been introduced as a dedicated digital platform for the police. It provides integrated access to data from all pillars of the ICJS (Health, Forensic, Prosecution, Courts and Prison) enabling officers to make informed decisions, reduce delays, and improve case outcomes..

6. Community Awareness
Conducted over 1000 awareness programs w.e.f. 01.04.2024 especially on citizen rights, victim protection, and emergency reporting mechanisms under NCLs in regional languages in more than 25000 persons were made aware and 60,000 pamphlets have been distributed in three languages

The new criminal laws have empowered our officers to deliver justice swiftly, fairly, and with full transparency. The first year has been a success, and we remain committed to refining our systems further with community support and legal oversight.
