In a move that reflects both recognition of merit and a commitment to administrative excellence, the Punjab Government has appointed Er. Ravinder Singh Saini as the new member of the Punjab State Electricity Regulatory Commission for a five-year term. His appointment marks a significant milestone in a distinguished career that spans nearly four decades of dedicated service in the power sector.
Born on July 1, 1965, in New Delhi, Er. Saini hails from a values-driven family—his father, Sardar Ajmer Singh, and his late mother, Smt. Mohan Kaur, instilled in him the foundations of integrity and service. He completed his schooling at Khalsa School (Lajpat Nagar) and Government Model School (Vivek Vihar) before earning a B.Sc. (Hons.) in Mechanical Engineering from the prestigious Regional Engineering College, Rourkela (now NIT Rourkela) in 1986.
Er.Ravinder Singh Saini joined the Punjab State Electricity Board now Punjab State Power Corporation Limited as an assistant engineer on May 6, 1987, and rose to the topmost technical post of Engineer-in-Chief, eventually serving as Director Commercial and Director HR of PSPCL between March 1,2023 and March 28, 2025. During this period, he held dual charge with remarkable effectiveness, earning the admiration of colleagues and stakeholders alike.
During his tenure as director human resources PSPCL undertook a massive recruitment drive, inducting 5,704 highly qualified young professionals across technical and non-technical cadres through a fair, transparent, and merit-based system—infusing new energy into the corporation. Numerous consumer-friendly initiatives were launched during his tenure to facilitate economically weaker power consumers of punjab and improve billing, metering, and grievance redressal mechanisms.
Over a 36-year-long career with PSEB/PSPCL, Er. Saini has left an indelible mark across key domains—distribution, commercial, enforcement, technical audit, generation, and IT. His stints as xen in Rupnagar and Lalru, senior xen (Enforcement and Technical Audit, Mohali), Chief Engineer (South Zone Distribution), Chief Engineer (Technical Audit & Inspection), and Chief Engineer (IT) speak volumes of his versatility and deep institutional knowledge.
One of his most notable contributions has been ensuring uninterrupted electricity to more than 1 crore consumers across Punjab, particularly during critical peak demand periods like paddy seasons and summer months from 2022 to 2025. Thanks to his proactive planning and timely interventions, more than 14 lakh agricultural and consumers of all categories got reliable power supply without major outages.
Mohali district, known for its rapid urban growth, saw substantial improvements in its power infrastructure under his watch. Punjab's Smart Metering initiative was first implemented in Mohali city, enabling consumers to monitor usage, pay bills, and register complaints digitally—ushering in a new era of transparency and efficiency.
His role in PSPCL’s acquisition of the GVK thermal plant stands as a landmark achievement, marking one of the rare instances where a privately-owned thermal plant was successfully brought under government control—enhancing PSPCL's energy security and generation capacity.
Having worked closely with Er. Saini for over 15 years, I can personally attest to his commitment and human approach. I recall an instance from March 2023, when I met him to discuss a pending departmental promotion. After a brief discussion, he assured me with calm confidence, “Manmohan Singh, you will go home today with your Deputy Secretary appointment order.” True to his word, I received my promotion by 5:00 PM the same day—a testament to his decisive leadership.
In recognition of his long-standing service, strategic foresight, and commitment to consumer-centric reforms, the Punjab Government has rightly entrusted Er. Ravinder Singh Saini with this pivotal role in the electricity regulatory framework of the state.
