Reliable Power Distribution in Focus as Haryana Builds for the Future

Panchkula, 19 June 2026: Haryana’s emergence as one of India’s leading industrial and agricultural powerhouses is bringing renewed focus on the importance of building a future-ready electricity distribution ecosystem capable of supporting the state’s rapidly expanding energy requirements.


Over the past decade, significant investments in power infrastructure, network modernization and distribution reforms have helped strengthen electricity access and reliability across the state. As Haryana continues to attract investments in manufacturing, logistics, technology and advanced industries, energy experts believe the next phase of power sector evolution should focus on enhancing consumer choice, service quality and operational efficiency.


Recent interactions between industry representatives and officials of Dakshin Haryana Bijli Vitran Nigam (DHBVN) have highlighted the growing energy needs of industrial clusters across the state. Stakeholders noted that as industrial activity expands and production capacities increase, ensuring uninterrupted and high-quality power supply will remain critical for sustaining Haryana’s growth momentum.


Experts believe that one of the solutions could lie in parallel licensing – a provision already enabled under Section 14 of the Electricity Act, 2003 – which could complement ongoing efforts to strengthen the power sector. The framework allows more than one electricity distribution licensee to operate within the same area under regulatory oversight, creating opportunities for enhanced service delivery, technological innovation and consumer-centric solutions.


Industry observers note that Haryana today hosts some of the country’s most dynamic industrial hubs, including Gurugram, Manesar, Faridabad, Panchkula, Sonipat and Panipat. These centres have become key destinations for automobile manufacturing, engineering, information technology, logistics and warehousing, contributing significantly to the state's economy and employment generation. Haryana also offers huge potential for building AI-enabled ecosystems like data centres and GCCs.


As industries increasingly adopt automation, digital technologies and advanced manufacturing processes, demand for reliable and high-quality electricity is expected to rise further. Energy experts believe that encouraging greater participation in the distribution segment can help accelerate investments in smart grids, digital monitoring systems and customer service innovations.


“The potential benefits of stronger distribution services extend beyond industry. Haryana remains one of India’s most productive agricultural states, where electricity plays an important role in irrigation, rural enterprises, food processing and cold-chain infrastructure. Improved service quality can further support agricultural modernization and help strengthen rural economic activity across the state,” said sector expert, Ashish Kapur.


According to sector experts, the focus on further strengthening distribution reflects the natural progression of India's power sector reforms. Having successfully expanded generation capacity and strengthened transmission networks, the focus is increasingly shifting towards delivering superior consumer experiences and ensuring that distribution systems keep pace with the requirements of a modern economy.


As Haryana advances its vision of becoming a preferred destination for investment, innovation and sustainable development, experts believe that consumer-oriented reforms such as parallel licensing can complement existing government initiatives and contribute towards creating a more resilient, efficient, and future-ready power distribution ecosystem.


Industry stakeholders emphasize that the objective is not to replace existing distribution utilities, but to build upon the substantial progress already achieved and create an enabling framework that supports the state’s long-term industrial and agricultural aspirations.
