Haryana Chief Minister, Nayab Singh Saini said the State Government’s objective is to build a revenue administration system in which all processes related to the purchase and sale of land, property registration and mutation are simple, secure, transparent and completed within a stipulated timeframe. He said citizens and farmers should not have to make repeated visits to government offices and should be able to avail themselves of as many services as possible from their homes.
The Chief Minister said this during a review meeting held on late Thursday evening regarding the progress of the Revenue and Disaster Management Department’s Paperless Registration 2.0 and Auto-Mutation system at Chandigarh.
Chief Principal Secretary to the Chief Minister, Rajesh Khullar, Additional Chief Secretary and Financial Commissioner, Revenue & Disaster Management and Consolidation Department, Dr Sumita Misra, Deputy Principal Secretary to Chief Minister, Dr Yashpal and other senior officers also attended the meeting.
During the meeting, Dr Sumita Misra informed the Chief Minister that several significant improvements have been incorporated into Paperless Registration 2.0 based on suggestions received from citizens and other stakeholders. The application process has been further simplified to ensure that people do not face any inconvenience while registering property.
Under the new system, Aadhaar-based e-KYC, digital signatures and biometric authentication have been made mandatory, enhancing the security and authenticity of documents. Every registered document will also carry a QR code, enabling verification of its genuineness. In addition, a mechanism has been introduced under which 20 registration applications will be routed to the Sub-Divisional Magistrate (SDM) and another 20 to the District Revenue Officer (DRO) to further strengthen transparency.
The Chief Minister was further apprised that applicants will no longer be required to separately submit documents such as No Objection Certificates (NOCs) from the Department of Town and Country Planning, as verification will be carried out online through the concerned departments. Citizens will be able to track the status of their applications online and, if required, upload additional documents and e-stamps digitally. The system also allows a normal appointment to be upgraded to the Tatkal category whenever necessary.
The officers also apprised the Chief Minister about the increase in revenue following the introduction of the Tatkal registration facility.
Focus on Khata Kasht Cases; Explore Online Property Registration Facility for Overseas Haryana Residents
The Chief Minister directed officers to expedite work relating to the conferment of ownership rights in Khata Kasht cases.The Chief Minister was apprised that work in this regard is progressing continuously.
The Chief Minister also discussed whether Haryana residents living abroad could be provided with an option to execute property registrations online. He directed officers to explore the use of video calls and other modern technologies to facilitate such registrations.
The Chief Minister said that the reforms introduced by the department would make the entire process of property registration and mutation simpler, faster and more transparent. These measures would save both time and money for citizens, reduce unnecessary visits to tehsil offices and effectively curb fraudulent practices. He directed officers to ensure that the benefits of the new system reach every citizen of the State in a time-bound manner and that its implementation is carried out effectively.
The Chief Minister directed that all pending old mutation (Intkal) cases across the state be disposed of within the next one month. He further directed the officers to ensure regular and weekly monitoring of this work, along with continuous review of the progress.
The Chief Minister further said that if any officer or tehsil employee deliberately acts negligently or intentionally raises unwarranted objections in the property registration process, accountability must be fixed. He also directed officers to establish a robust monitoring mechanism to ensure strict compliance.

Haryana Development and Panchayats Minister, Krishan Lal Panwar said Haryana will provide the highest daily wage in the country at Rs. 409 under the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G). He said that wage payments, which earlier took up to 15 days, will now be made within seven days. If negligence on the part of any official is established, a penalty of Rs. 10,000 will now be imposed, replacing the earlier provision of Rs. 1,000.
To curb irregularities, Krishan Lal Panwar said biometric attendance at worksites will be mandatory for all labourers. He further stated that with the launch of the scheme, Prime Minister, Narendra Modi has released Rs. 590.19 crore as the Central Government’s contribution, while the Haryana Government, under the guidance of Chief Minister, Nayab Singh Saini, has contributed nearly Rs. 370 crore.
Krishan Lal Panwar was addressing the State-level programme of the VB-G RAM G organised by the Haryana Rural Development Department at the auditorium of Shri Krishna AYUSH University in Kurukshetra on Thursday. On the occasion, he formally launched the VB-G RAM G scheme through the online system from the pond excavation work at Shahzadpur village in Kurukshetra. Union Minister, Shivraj Singh Chouhan also addressed the programme virtually.
Krishan Lal Panwar said the VB-G RAM G scheme was launched across the country on July 1, and the Haryana State-level launch was being held in the holy city of Kurukshetra. Eligible workers will be required to register online. After online registration, document verification and physical verification, employment will be provided within 15 days. Each eligible worker will be guaranteed 125 days of employment in a year. If employment is not provided within 15 days, the worker will get unemployment allowance. Wages under the scheme will be transferred directly to beneficiaries’ bank accounts. Labourers will also be entitled to 60 days’ leave during the sowing and harvesting seasons.

Krishan Lal Panwar said the primary objective of the VB-G RAM G scheme is to provide employment to rural households, promote water conservation, develop natural resources and strengthen rural infrastructure. The scheme covers works related to water conservation and water security, rural infrastructure, agriculture and livelihood activities, climate change adaptation and disaster mitigation, animal husbandry, fisheries, storage facilities, rural markets and skill development.
He said 318 categories of works have been approved under the scheme, and the list of all such works has already been circulated to departmental offices across the state.
Three Lakh Women Have Become ‘Lakhpati Didis’ in Haryana
Krishan Lal Panwar said the scheme places special emphasis on women. Funds can be utilised for women’s training-cum-skill development centres as well as for their work-related activities. Haryana has around 70,000 Self-Help Groups (SHGs). Chief Minister, Nayab Singh Saini has set a target of creating five lakh ‘Lakhpati Didis’ in the state, of which nearly three lakh women have already achieved the milestone.
Congress Opposed the Bill in Parliament
Krishan Lal Panwar said that when the VB-G RAM G Bill was introduced in both the Lok Sabha and the Rajya Sabha, the Congress was the first opposition party to oppose it. He alleged that the Congress believes in opposing every good initiative. He added that VB-G RAM G is not a new scheme but dates back to 1960. Over the years, several positive changes have been introduced in the scheme, and the latest reforms are a continuation of that process.
Suggestions Placed Before Union Minister
Krishan Lal Panwar said that during a two-day workshop with Union Minister Shivraj Singh Chouhan, he placed several suggestions regarding the VB-G RAM G scheme. He suggested that works under Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV) should be integrated with VB-G RAM G He further proposed that a separate budget should be earmarked for the maintenance of roads after their construction and that such maintenance work should be carried out through the scheme.
He also suggested that the 60 per cent labour component in the material payment provision should be kept separate. He urged the removal of the National Green Tribunal (NGT) restriction on removing trees standing in the middle of roads. Referring to the Pradhan Mantri Awas Yojana and the Mukhyamantri Awas Yojana, he said that after the first instalment is released, there is often a considerable delay in the release of the second and third instalments, leaving the houses of poor beneficiaries incomplete. He urged that these instalments be released expeditiously. Krishan Lal Panwar also recommended that all vacant posts connected with the implementation of the scheme be filled at the earliest.
Krishan Lal Panwar further said that at present the scheme provides only Rs. 25,000 in the event of the death of a worker while on duty. He suggested that this provision be replaced with an insurance cover of Rs.2 lakh so that the family receives adequate financial assistance in the event of any unfortunate incident. He pointed out that under the Mukhyamantri Kisan Evam Khetihar Majdoor Jiwan Suraksha Yojana, the Haryana State Agricultural Marketing Board already provides Rs. 5 lakh as financial assistance in the event of the death of a worker.
Government of India Approves Rs. 1,639.02 Crore Annual Work Plan for Haryana under Samagra Shiksha for 2026-27
The Project Approval Board (PAB) of the Ministry of Education, Government of India, has approved the Annual Work Plan & Budget (AWP&B) of Rs.1,639.02 crore for Haryana under the Samagra Shiksha programme for the financial year 2026-27. The approval was accorded during the PAB meeting held on 5 June 2026 in New Delhi. The budget is approved in the ratio of 60:40 with Central share and State share.
The Ministry appreciated Haryana’s sustained progress in strengthening school education and improving educational infrastructure. As per UDISE+ 2024-25, all Government schools in the State have access to electricity and drinking water. Basic infrastructure has also achieved near-universal coverage, including toilets, handwashing facilities, and libraries or reading corners. The State has further achieved near-universal coverage of Early Childhood Care and Education (ECCE) in Government and Government-aided schools. Haryana continues to perform better than the national average in student transition rates while maintaining dropout rates below the national average across the major stages of school education, reflecting sustained efforts to improve access, retention and continuity of learning.
The approved Annual Work Plan places a strong emphasis on improving the quality of school education through innovation, technology integration and learner-centric pedagogical reforms. It seeks to strengthen foundational learning, promote scientific temper and innovation among students, enhance digital readiness in Government schools, improve teaching-learning processes, and create engaging learning environments. The approved interventions are aimed at fostering creativity, critical thinking, problem-solving abilities and 21st-century competencies among students in alignment with the vision of the National Education Policy (NEP) 2020.
A notable feature of the approved Annual Work Plan is the inclusion of two innovative initiatives proposed by the State—SPRINT (Sports Preparedness and Resilience through Intensive Nurturing and Training) and provision of Band Sets in schools. The Project Approval Board has approved the implementation of the SPRINT programme with a financial outlay of Rs. 377.61 lakh covering all districts of the State. The initiative aims to identify and nurture sporting talent, strengthen students’ physical fitness, and promote a vibrant sports culture in Government schools.
Recognising the remarkable performance of Haryana Government schools in the Zonal Level School Band Competitions organised by the Ministry of Education over the past two years, the Project Approval Board has also approved Rs.44 lakh for the provision of Band Sets for selected Chief Minister Excellence and Early English (CMEEE) Schools, with one school in each district. The initiative is expected to promote discipline, teamwork, leadership and co-curricular excellence among students while strengthening school band activities across the State.
The Annual Work Plan also reinforces Haryana’s commitment to achieving Foundational Literacy and Numeracy (FLN) under the NIPUN Bharat Mission. The Project Approval Board has approved Rs.53.02 crore for FLN interventions during 2026-27 to strengthen foundational learning in Government schools. The approved interventions include teacher training, Teaching Learning Materials (TLM), student assessment, learning enhancement activities, and academic support to ensure that every child attains age-appropriate foundational literacy and numeracy skills by the end of Grade III.
The approved plan also lays significant emphasis on strengthening school infrastructure, improving equitable access to quality education, promoting inclusive education for Children with Special Needs (CwSN), strengthening girls’ education, expanding vocational education, enhancing teacher education and professional development, improving assessment practices, and reinforcing academic support through SCERT and 21 District Institutes of Education and Training (DIETs). These interventions are expected to further strengthen institutional capacity and improve learning outcomes across Government schools in the State.
Samagra Shiksha, Haryana is preparing a comprehensive implementation plan with clearly defined timelines to ensure the effective and time-bound execution of all approved interventions. The State is committed to the timely and optimum utilisation of the approved funds and to achieving the intended educational outcomes during the financial year 2026–27.

Haryana Chief Minister, Nayab Singh Saini expressed profound grief over the demise of Justice Mahabir Singh Sindhu of the Punjab and Haryana High Court and paid rich tributes to the departed soul. He conveyed his heartfelt condolences to the bereaved family and prayed for eternal peace to the departed soul. Meanwhile, on Thursday, the Chief Minister visited the residence of the late Justice Mahabir Singh Sindhu in Chandigarh, where he met the bereaved family members and conveyed his deepest condolences.
Nayab Singh Saini said that Justice Mahabir Singh Sindhu served the judiciary with utmost integrity, impartiality and dedication, upholding the highest constitutional and judicial values throughout his distinguished career. He said Justice Sindhu’s invaluable contribution to the justice delivery system will always be remembered and that his demise is an irreparable loss to the judicial fraternity and society.
The Chief Minister prayed to the Almighty to grant eternal peace to the departed soul and give strength and courage to the bereaved family to bear this irreparable loss.
