Meeting with the concerned stakeholders in UT Chandigarh involved in enforcement and regulation of Plastic Waste Management Rules, 2016.

Chandigarh administration has banned Single Use Plastic to preserve Environment and make Chandigarh Plastic Free. For better enforcement of plastic ban in UT Chandigarh, Chandigarh Pollution Control Committee (CPCC) organized a interactive meet of concerned stakeholders today (i.e. CPCC, MC Chandigarh, law enforcement agencies in Chandigarh) involved in enforcement and regulation of PWM Rules, 2016. All concerned stake holders were updated with recent amendments, present status and areas for improvement. Chief sanitary Inspector and Sanitary Inspector were briefed ways to wriggle out confrontation and challan procedure with the non compliant/defaulting units for smoother implementation of PWM Rules, 2016.

To sensitize the Health Superintendent, Chief Sanitary Inspectors and Sanitary Inspectors, the notification of Chandigarh Administration issued vide no. ED/2019/1648 dated 27.09.2019 and its amendments on complete ban of the identified Single-use Plastic/ Thermocol items were discussed at full length and queries were addressed. List of the identified Single-use Plastic/ Thermocol items which are banned by the Chandigarh Administration are as follows:

1. Single Use Plastic Cutlery (Plate, Cup, Glasses, Bowls, Forks, Knives, Spoons, Stirrers and Straws)

2. Thermocol/ Styrofoam Cutlery (Plate, Cup, Glasses, Bowls, etc)

3. Single Use Plastic Containers (Dish Bowl, Trays, Glasses, Lids) less than 250 micron used for packaging/covering of food liquid items

4. Plastic (sold in the name of Silver/Aluminium) bag/pouch for packing food items

5. Drinking Water Sealed Glasses & Plastic Mineral Water Pouch

6. Single Time Use (Use and throw) Razors

7. Single time use (Use and throw) Pens

8. Use of Thermocol for Decoration Purpose

9. Plastic Material for Decoration Purpose such as wrapping/packing, sheets, frills, garland, confetti, party bloopers, plastic ribbons, etc.

10. Non-woven Polypropylene Bags

11. Polythene/Plastic carry bags with or without handle irrespective of size, shape & colour

12. Industrial Packaging (of any kind) less than 50 microns

13. Single Use Plastic Containers less than 250 microns

14. Plastic Sachets with Packaging capacity of 30 ml/30 gm & less

15. Plastic Sticks for Ear Buds, Balloons, Flags and Candies

The following items will be covered in the Extended Producers Responsibility (EPR):

16. Plastic Refill Pouch having quantity less than 500 ML and.

17. Straws attached with Tetra Packs

18. Multilayered Packaging used for food/snacks packing.

It has been decided in the meeting that effective implementation of the PWM Rules and notification to be done. The strict enforcement of these notifications needs to be done to make the Chandigarh Single Use Plastic free. The general public, all the shopkeepers etc are requested to refrain from using any of banned Single use items in order to avoid any penal action.
