Rohtak: On the occasion of Good Governance Day, Deputy Commissioner Sachin Gupta congratulated the departments and officers who were honoured at the State and District levels and exhorted all departments to continue working with innovation, accountability and citizen-centricity to strengthen public service delivery.
State-Level Good Governance Award: Padhe Rohtak, Likhe Rohtak (Education Department)
Deputy Commissioner Sachin Gupta stated that the district administration’s flagship education initiative, Padhe Rohtak, Likhe Rohtak, has been conferred the State-level Good Governance Award in recognition of its measurable impact on improving foundational literacy and numeracy in government primary schools.
Launched in July 2025 under the NIPUN Haryana Mission, the initiative addresses critical learning gaps in early grades through a structured, data-driven and outcome-focused approach. Key components include regular learning assessments, targeted remedial instruction, classroom-level pedagogical support, teacher mentoring, digital monitoring of student progress and active community engagement.
Designed as a low-cost, easily scalable and replicable model, the initiative has demonstrated visible improvements in reading ability, comprehension and basic numeracy skills among students. Owing to its innovative design and strong governance framework, Rohtak has emerged as a lighthouse district in education governance, with the model now being considered for replication across other districts of Haryana.
The award was presented by the Hon’ble Chief Minister Shri Nayab Singh Saini on 25 December at a State-level ceremony held in Panchkula on the occasion of Good Governance Day.
District-Level Good Governance Award: Swasthya Vahini (Health Department)
At the District level, the Health Department was honoured for its Swasthya Vahini initiative — a dedicated mobile medical outreach programme focused on women’s health and preventive care.
The initiative aims to take essential health services directly to women in rural and semi-urban areas, with a special emphasis on breast cancer awareness, early screening and timely referral. Through mobile medical units staffed with trained medical personnel, women are provided on-the-spot consultations, clinical breast examinations, awareness sessions and referrals for further diagnosis and treatment wherever required.
The programme plays a crucial role in reducing delays in diagnosis, improving health-seeking behaviour among women and strengthening preventive healthcare delivery at the grassroots level. Award recipients included Civil Surgeon Dr. Ramesh Chandra, Senior Medical Officer Dr. Rita Goyal, Medical Officer Dr. Komal, and Block Extension Educators, who have been instrumental in implementing the initiative effectively.
District-Level Good Governance Award: Information, Public Relations & Languages Department
The District Information, Public Relations & Languages Department, led by District Public Relations Officer Sanjeev Kumar, was awarded for its effective and strategic management of print, electronic and social media platforms.
The department has played a pivotal role in ensuring timely, accurate and citizen-friendly dissemination of information related to district administration initiatives, as well as Central and State Government welfare schemes. Through proactive media engagement, regular press briefings, social media outreach and coordinated communication with media representatives, the department has significantly enhanced transparency, public awareness and trust in governance processes.
The award recognises the department’s contribution to strengthening two-way communication between the administration and citizens, particularly during public service campaigns and governance initiatives.
District-Level Good Governance Award: Municipal Corporation, Rohtak
The Municipal Corporation, Rohtak was honoured for introducing technology-driven governance solutions through the establishment of a Geographic Information System (GIS) Lab and the launch of the Suvidha Manch Portal.
GIS Lab
The GIS Lab has been set up as a centralized facility equipped with advanced hardware, specialised software and trained technical manpower. Its objective is to strengthen urban planning, e-governance and service delivery through systematic collection, storage, analysis and visualisation of geospatial data related to municipal assets and activities.
The GIS Lab enables data-driven decision-making, improves asset mapping, supports infrastructure planning and enhances monitoring of civic services, thereby increasing efficiency and accountability in urban governance.
Suvidha Manch Portal
The Suvidha Manch portal is a GIS-based digital road taxonomy and infrastructure tracking platform developed for the Municipal Corporation’s road and street network. The portal provides a centralized digital dashboard that offers real-time information on road infrastructure to administrators, engineers and field staff.
Developed to address long-standing administrative challenges related to infrastructure monitoring, the portal enhances coordination, planning, maintenance and transparency in urban service delivery.
Award recipients from the Municipal Corporation included Building Inspector Sunny Dev Kumar, Junior Engineer Surya Dhanakhar, and Assistant Town Planner Tilakraj, who played key roles in the successful implementation of these initiatives.
