Chandigarh: Reaffirming the Haryana Government's commitment to making the recruitment process more transparent, time-bound and candidate-friendly, Chief Minister Sh. Nayab Singh Saini on Thursday interacted directly with students preparing for competitive examinations and assured them that their suggestions would be given due consideration in further strengthening the recruitment system.
He said that the Haryana Staff Selection Commission (HSSC) is preparing its Annual Recruitment Calendar, which will be released shortly to provide aspirants with advance information on recruitment notifications, applications, examinations, results and appointments, enabling them to plan their preparation more effectively.
Sh. Nayab Singh Saini was interacting with students preparing for competitive examinations during the 'Chhatra Samvad Mukhyamantri Ke Saath' programme organised in Sonipat on Thursday. During the interaction, he responded to questions raised by students one by one, addressed their concerns and assured them that the government would positively consider several suggestions aimed at further improving the recruitment process.
Responding to a suggestion by student Anjali regarding the introduction of an annual recruitment calendar for HSSC, the Chief Minister said the Haryana Public Service Commission (HPSC) had already issued its annual calendar, while the HSSC calendar is currently being finalised. He explained that certain recruitments are linked to the retirement of serving employees and, therefore, all such factors are being taken into account before preparing a comprehensive calendar. He said the initiative would provide aspirants with advance information about recruitment schedules, enabling them to prepare in a planned manner.
Student Neeraj sought clarification regarding eligibility for various recruitments through the Common Eligibility Test (CET) and the need for a clearly defined examination syllabus.
Responding to another query, the Chief Minister said the Common Eligibility Test (CET) was introduced to relieve young aspirants of the need to appear for multiple preliminary examinations and to make the recruitment process simpler and more streamlined.
He said the government has also strengthened transport, security and other logistical arrangements during examinations to ensure greater convenience for candidates. The government, he added, is continuously working to make the CET framework more structured, transparent and easier to understand while expanding opportunities for recruitment through the system.
Another Student Tanuj suggested introducing a bus pass facility for students travelling regularly to coaching institutes while preparing for competitive examinations. The Chief Minister said the government is already extending several facilities for students and fully understands the needs of aspirants who commute daily for coaching. He assured that the suggestion would be examined positively with a view to providing relief, particularly to economically weaker students.
Responding to a suggestion by student Sonu seeking exemption of GST on coaching fees, the Chief Minister said schools, colleges and universities are already outside the GST ambit, whereas GST on coaching institutions falls within the jurisdiction of the GST Council. He said that as a member of the Council, he would place the students' suggestion before the appropriate forum for consideration.
During the interaction, a student, Muskan, drew attention to the difficulties faced by candidates during online recruitment examinations due to incidents such as paper leaks, server failures and technical glitches.
Responding to the concern, the Chief Minister said the future of hardworking youth cannot be allowed to be compromised under any circumstances. He said both the Central and Haryana Governments have enacted stringent laws against paper leaks, providing for strict punishment and heavy penalties for those found guilty. The government, he added, remains fully committed to ensuring transparency in the recruitment process and taking firm action against anyone attempting to undermine its integrity.
Student Varsha suggested introducing a coaching scholarship scheme for meritorious students from economically weaker sections. The Chief Minister said the state government is already implementing several welfare schemes for students and assured that the suggestion would also be examined seriously so that deserving aspirants preparing for competitive examinations receive the necessary support.
Student Nitin suggested that waiting lists for government recruitments should be issued within a fixed timeframe. Responding to the suggestion, the Chief Minister said that if selected candidates fail to join within the stipulated period, a timely waiting list serves as an effective mechanism for filling vacant posts without delay. He said the government is working towards further strengthening this system to ensure that eligible candidates receive opportunities on time.
Calling upon young aspirants to continue their preparation with dedication, self-confidence and a positive outlook, Sh. Nayab Singh Saini said the present State Government remains committed to further strengthening a transparent, fair and merit-based recruitment system. He reiterated that every deserving young person should get an opportunity to move forward solely based on hard work, talent and merit.
