Haryana CEO Urges Political Parties to Schedule BLA-BLO Meetings for Special Intensive Revision of Electoral Rolls
Final publication of electoral rolls scheduled for September 22
Haryana Chief Electoral Officer (CEO), A. Sreenivas has called upon all recognised national and state political parties to organise meetings between their Booth Level Agents (BLAs) and Booth Level Officers (BLOs) as part of the Special Intensive Revision (SIR) of electoral rolls being undertaken in the state in accordance with the directions of the Election Commission of India (ECI).
He said political parties should inform the election authorities in advance about the date and time of such meetings and ensure proper videography and photography of the proceedings. The Special Intensive Revision will continue till July 14, 2026, while the final electoral rolls are scheduled to be published on September 22, 2026.
A. Sreenivas was chairing a meeting with representatives of political parties on the SIR programme at his office in Sector 17, Chandigarh, on Thursday.
He informed the representatives that the Election Commission of India has notified the schedule for the Special Intensive Revision of electoral rolls. In cases where Enumeration Forms have not been received, Booth Level Officers may verify the status by making enquiries with neighbouring residents and record the likely reason as “absent”, “shifted”, “deceased” or “duplicate”, as applicable. BLOs have been directed to visit each such household at least three times to collect the required information.
He further said that booth-wise lists of voters whose names are not included in the draft electoral rolls will be displayed on the notice boards of Panchayat Bhawans, Urban Local Body offices, and Block Development and Panchayat Officer (BDPO) offices to ensure public access. The probable reasons for exclusion from the draft rolls will also be displayed.
The Commission has directed all Chief Electoral Officers to compile these lists and upload them in an accessible format on the CEO’s website. Similar lists will also be uploaded on the websites of the respective District Election Officers.
During the door-to-door enumeration exercise, BLOs have been directed to carry at least 30–40 blank Form-6 applications along with blank Declaration Forms (Annexure-4) to facilitate enrolment of new voters.
A. Sreenivas said that under Sections 17 and 18 of the Representation of the People Act, 1950, no person is entitled to be registered as an elector in more than one constituency. He added that BLAs may also collect Enumeration Forms from electors and submit them to the concerned BLOs.
He further stated that where voters have permanently shifted to another polling station due to employment, marriage or any other reason but have not yet got their names deleted from the earlier polling station, the Enumeration Form relating to such voters should be returned to the concerned BLO by a member of the family. He also clarified that if an elector is not present during the house-to-house survey, any adult member of the family may sign the form and hand it over to the BLO.
He said that electors falling under all such categories, including those who are deceased, will not be included in the draft electoral roll prepared during the Special Intensive Revision-2026. A. Sreenivas informed the meeting that the last Special Intensive Revision in Haryana was conducted in 2002. Enumeration Forms can be downloaded from the official website. He also said that a dedicated 1950 Helpline has been established at all district headquarters and Assembly constituencies. The helpline will function in two shifts from 7:00 a.m. to 9:00 p.m.
